Background of the Study
Borno State, particularly Maiduguri, has been one of the epicenters of insurgency in Nigeria, with the Boko Haram terrorist group causing widespread destruction and displacement. The Nigerian government, in collaboration with international partners, has implemented a series of anti-terrorism policies aimed at curbing insurgency and restoring peace to the region (Aminu & Bello, 2024). These policies have included military interventions, counter-terrorism operations, rehabilitation programs for former militants, and intelligence-sharing initiatives. While some progress has been made in reducing the intensity of terrorist activities, Maiduguri continues to face security challenges, and the long-term effectiveness of these policies remains uncertain. This study seeks to assess the effectiveness of anti-terrorism policies in reducing insurgent activities and ensuring the security of civilians in Maiduguri.
1.2 Statement of the Problem
Despite the introduction of various anti-terrorism policies, Maiduguri remains under the threat of insurgent attacks, which have led to loss of lives, displacement of residents, and disruption of local governance (Olumide & Usman, 2023). The challenges associated with these policies include gaps in implementation, coordination, and community trust. This study will examine the effectiveness of the anti-terrorism policies in Maiduguri and provide recommendations for improving the security situation.
1.3 Objectives of the Study
To assess the effectiveness of anti-terrorism policies in reducing insurgent activities in Maiduguri Local Government.
To identify the challenges faced in the implementation of these policies.
To propose recommendations for improving anti-terrorism strategies in Maiduguri.

The study will focus on the assessment of anti-terrorism policies in Maiduguri Local Government, Borno State. Limitations include challenges in accessing sensitive information on security operations and potential biases in data collection from affected communities.

Insurgency: Armed resistance or rebellion against an established government, often with the intent of overthrowing it.
